Banepa, July 13: Process has been initiated in Kavrepalanchowk district from today to collect people's feedback on the preliminary draft of the Constitution of Nepal-2072 B.S.
An all-party meeting including FPTP and proportional representation (PR) lawmakers of the district organised at Dhulikhel held discussion regarding how to make the discussion over the draft effective.
Bidur Sapkota, lawmaker of Kavre Constituency No 4, said that the new constitution is going to be promulgated for the management of all-types of conflict in the country. Stating that the new constitution is for a balance of power, Kanchan Chandra Bade, lawmaker of Kavre Constituency No 3, said that it is based on identity.
Similarly, Ramhari Subedi, lawmaker of Kavre Constituency No 2, said that feedback of people of rural areas should also be collected, saying the new constitution is good-governance oriented and change-oriented.
Tirth Lama, lawmaker of Kavre Constituency No 1, said that the new constitution would be promulgated after reviving the draft as per the people's feedback, saying it is not of any individuals, parties or communities. Stating that the new constitution has ended discrimination, lawmaker Keshav Badal urged not to doubt on federalism.
Likewise, lawmaker Kamala Dong stressed the need of finalizing the issue of naming and delineating the federal provinces through the Constituent Assembly (CA) and added that question could be raised over the jurisdiction of the CA if the issue is finalized through commission.
Another CA member Resham Lama argued that the amount to be spent to collect people's mandate should be spent in development construction.
Vice-President of the Nepal Press Union, Ishwori Ojha, said that the journalist code of conduct should not be implemented by government, saying some of the issues mentioned in the draft have duel meaning and are thus confusing.
Suraj Shrestha, a businessman in Dhulikhel, said that the draft has addressed the 10-year conflict and criticized that it was silent regarding the religion being observed and celebrated in the country for long.
Similarly, Chief District Officer of Kavrepalanchowk, Sudarshan Dhakal, said that people's feedback would be collected regarding the issues of new constitution by determining four places and added that necessary preparation was on to determine Bhakunde, Panchkhal, Banepa and Panauti for the same.
Under-Secretary at the Legislature-Parliament, Ghanindra Raj Chimauriya, said that people's feedback would be collected at four constituencies on July 20 and 21. RSS
