Constitution should be promulgated along with demarcation: Minister Dr Rijal

Ilam, July 22: Minister for Information and Communications Dr Minendra Rijal has said that the new constitution should be promulgated after finalizing the demarcation of the federal units. 

“Delaying it by a day or two will not make any difference but promulgating a constitution in a hurry may invite problems”, he said while stressing that the constitution should be promulgated with clear boundaries of the proposed provinces. 

Talking to media persons at Ilam this morning after returning from Taplejung, where he attended people’s submission on the draft constitution, Dr Rijal emphasized on the need to respect the precious recommendations of the people to promulgate a constitution with federalism. Diverse recommendations have been received from the people, which will be extensively studied and analysed before incorporating in the new constitution. 

Despite the limited time, many good submissions have been received from the people and now the major task ahead is to have them reflected in the constitution following study and analysis, he said. 

He also emphasized that finalizing the demarcation of the provinces could bring the dissenting parties too into a consensus. So, it could be done even by delaying for a month or two. 

On a different note, Minister Rijal said the task of the constituting drafting was being accelerated in the hope of grabbing the post of President and Prime Minister along with the new constitution. However, only a sustainable, democratic constitution drafted with due process and acceptable to all would be in the interest of Nepal and the Nepalis, and only that can lead us to durable peace.
